    How to Register a Non-Governmental Organization (NGO) in Ukraine: Step-by-Step Guide

    Every citizen of Ukraine, as well as any foreigner or stateless person legally residing in Ukraine who is 18 years or older (or 14+ in the case of youth and children’s organizations), has the right to register a non-governmental organization (NGO).

    Only at least two founders are required to establish an NGO in Ukraine.

    What is an NGO in Ukraine?

    A non-governmental organization (NGO) in Ukraine is a non-profit legal entity that operates independently from the government. NGOs often focus on humanitarian work, support for refugees, assistance to orphans, animal shelters, medical aid, and other social or charitable missions.

    Step-by-Step Process for NGO Registration in Ukraine

    Preparation of documents

    Founders must prepare the following documents (independently or with the help of a lawyer):

    • Application form for NGO registration
    • Articles of Association (Charter), signed by all founders
    • Protocol of the founding meeting
    • Ownership structure declaration
    • List of board members present during the founding process

    The name of the NGO must be unique and should not duplicate names of existing organizations.

    Where to submit documents?

    Once all documents are ready, they must be submitted to one of the following:

    • Territorial Department of the Ministry of Justice of Ukraine
    • Administrative Services Center (TSNAP)

    While TSNAP acts as an intermediary, the Ministry of Justice is responsible for reviewing and approving the NGO registration.

    The review process takes up to 14 calendar days. After that, the Ministry either:

    • approves the registration;
    • or returns the documents with a letter explaining the reason for rejection (e.g., inconsistency in the

    Articles with current legislation such as the Law of Ukraine “On Public Associations”).

    What’s next after NGO registration?

    Once your NGO is officially registered:

    1. Submit documents to the State Tax Service of Ukraine to obtain non-profit status.
    2. Receive your registration extract from the Ministry of Justice.
    3. Officially launch your NGO’s activities, such as:
      • importing humanitarian aid;
      • opening bank accounts;
      • fundraising and donation management;
      • signing cooperation agreements.

    Since February 24, 2022, registering an NGO in Ukraine has become a popular solution for foreign volunteers, activists, and humanitarian organizations. Many have established NGOs to:

    • deliver aid;
    • assist with evacuations;
    • support displaced people;
    • rebuild war-affected areas;
    • provide medical services and shelter.
